Digital Intelligence Empowering High-quality Development of the Ice and Snow Industry: Theoretical Logic, Practical Dilemmas and Promotion Paths

Digital intelligence transformation serves as a core driving force that facilitates the transition of the ice and snow industry from resource-dependent growth to innovation-driven development and advances its high-quality development. From technological, economic and industrial dimensions, this paper systematically elaborates the theoretical logic through which digital intelligence empowers the high-quality development of the ice and snow industry. It further identifies four prominent practical dilemmas constraining industrial progress: (1) unbalanced regional distribution of digital infrastructure and insufficient independent innovation capacity of core technologies; (2) poor industrial chain coordination and underutilization of the potential value of data elements; (3) severe shortage of interdisciplinary talents and lagging popularization of digital technologies among grassroots practitioners; (4) inadequate capital investment and mounting pressure of green low-carbon transition. Corresponding promotion paths are proposed accordingly: (1) strengthening technological innovation-driven development and build a digital intelligence empowerment system tailored to the ice and snow industry; (2) extending and integrate industrial chains to foster new business forms and models featured by ice-snow plus; (3) improving talent cultivation mechanisms to consolidate intellectual support for industrial growth; (4) optimizing the allocation of production factors and refine collaborative policy frameworks and capital guarantee mechanisms.
