With the continuous advancement of financial opening-up in China and the in-depth implementation of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) development strategy, cross-border capital flow facilitation has become a core institutional driving force for regional financial integration and two-way factor opening. A series of innovative institutional arrangements, including capital market connectivity, cross-border Renminbi (RMB) settlement facilitation, cross-border financing liberalization and cross-border wealth management pilot policies, have effectively broken the long-standing market segmentation between mainland onshore finance and Hong Kong offshore finance. These policy reforms have profoundly changed the operating logic, liquidity structure and development ecology of Hong Kong’s offshore financial market. As the world’s most important offshore RMB hub and an international offshore financial center with free capital flow and mature legal systems, Hong Kong’s offshore financial system undertakes the critical function of connecting mainland financial resources with global capital markets. This paper systematically sorts out the policy evolution and institutional connotation of cross-border capital flow facilitation reforms in the GBA. This paper comprehensively analyzes the multidimensional positive effects of the reforms on expanding offshore RMB business scale, optimizing offshore financial industry structure, improving market liquidity and enhancing international financial service capacity. At the same time, this study deeply discusses the practical challenges brought by policy liberalization, such as intensified cross-border risk spillover, compression of traditional offshore arbitrage space, homogeneous regional financial competition and hidden liquidity fluctuation risks. Based on offshore financial market theory and regional financial synergy theory, this paper puts forward targeted optimization strategies from the aspects of institutional docking, cross-border risk supervision, financial product innovation and differentiated industrial positioning. The research aims to provide theoretical support and practical references for maintaining Hong Kong’s long-term competitive advantage in the global offshore financial system and promoting high-quality integrated financial development in the GBA.
